Resolution of six southern provinces

In the Name of God, the Compassionate, the Merciful

His Honorable Dr. Abdullah Abdullah, his honorable deputies, and distinguished participants. I would like to read the following historic resolution of 29 August, 2009, as decided by the representatives of six southern zone provinces in regards to the outcome of 20 August, 2009 elections:

We elders, tribal leaders, influential persons and others present in this gathering from six southern provinces, including the provinces of Logar, Ghazni, Paktia, Wardak, and Paktika have resolved with consensus that, based on our observations and eye witnessing of the manner the presidential and provincial elections processes took place in the 20 August 2009 elections, there have been fraud, deception, and vote rigging in the electoral voting process perpetrated by local officials, Electoral Commission officials, and supported of some candidates for the benefit of such candidates. Therefore, all of us in this gathering request with determination and with one voice from related national and international officials and institutions, Electoral Commission, Electoral Complaints Commission, international organizations and observers to deal in accordance with the applicable laws of the country with the fraudsters, vote riggers, violators of law, and those who trampled over the holy will of the nation of Afghanistan by their deceptive and fraudulent actions and to punish such people as they deserve.

In case of failure to do so, the outcome of the elections will not be acceptable to us if it is without restoration of the rights and dignity of the voters of the electoral process, and if it is without attention to the violations committed in the electoral process. We therefore propose to the related authorities the following points as a solution for society and as a way out of the problem:

•  We are seriously requesting for dealing with the issue of fraud and rigging in the elections, and as long as this issue of frauds is not dealt with, we consider any announcement of partial results by the Electoral Commission as improper and want it to immediately stop.

•  Those provincial governors, provincial and district chiefs of police and those in charge of holding the elections, including the UNAMA or other organizations involved in elections who in some manner or another have had a hand in the violations should be held accountable by legal and judicial authorities.

•  We consider the present process of vote counting and announcement of partial voting results, without first attending to the frauds and without certification of such results by the Electoral Complaints Commission, to be in express violation of the Electoral Law and is unacceptable for us.

•  We consider any kind of deal making and agreement with the Karzai team to be acceptance of fraud and vote rigging and a betrayal of the people's votes, and we are confident that Dr. Abdullah Abdullah will stand with us until our rightful position is proved and that he will stand up for our rights.

If the above points are not observed, the responsibility for any consequences will rest with national and international electoral monitoring organizations and the government of Afghanistan .
