How the Election Passed on 20th of August

Parts of Intervention and Frauds in Favor of a Special Candidate

One of electoral observers from Qala e Zamankhan school of Kabul said in talk with Mandegar that in this electoral site he was witness for distribution of Karza’s portraits and encouragement of people by his members to vote for Hamid Karzai.

We decided to have an interview with members of this voting center but due to some reasons they rejected to answer our questions.

According to one another report, Mr. Nassrat, the chief officer for 6th zone of Police department in Kabul was trying to encourage people to vote in favor of Karzai. And Azizurahman the executive director for Kapisa Province was obviously inviting people to vote for Karzai.

Zalmai Mujadidi along with other police officers whom  were equipped with more than 20 police vehicles have gone to some districts of Badakhshan Province like Jurm, Yamgan, Baharak and Shahidan to collect peoples vote forcedly for the favor of Karzai.

Abdul Razaq, brother for commander of Spin Boldak military base was preventing people to enter to voting center claiming that the ballot boxes were filled.

According to one another report from Shahristan district of Hearat Province, a person who was named Gholam Ghous entered in to a voting center and asked the people that whom they want to vote for? After that he collected and damaged all the cards of people whom were answered Dr. Abdullah.

Aziza Popal the principal for Gowhar Shad high school was also encouraging people for vote in favor of Hamid Karzai and preventing Dr. Abdullah Observers to enter the voting center, Quoom Khan the police chief in Shah Joy district of Zabul Province also did not admit Dr. Abdullah’s observers to enter the site, and likewise the bodyguards for Ghazni Governor has put one observers of Dr. Abdullah in to prison.

Mrs. Shahbano, who had the responsibility of a voting center in Dasht e Barchi has also was trying to encourage women to vote for Hamid Karzai.
From other side persons whom are siding from Karim Khalili also made people to vote for Hamid Karzai in Bamyan Province.

In Sarhauza district of Paktika Province, Police threatened the people to do not vote.

Haji Mirwais the Police chief of Kandahar and Arif Noorzai’s brother member of lower house had been closed the ways which was ending to districts of this Province and they also prevent the members of Dr. Abdullah to enter to these districts.

Nargis Mehraj, the principal for the Abulqasim Ferdausi high school located in Macroraian of Kabul, has led and stimulate the people to vote for several times in favor of Hamid Karzai, and Anisa Yaqin the principal of New Project high school also done the same action through one of her teachers named Pashton, report say that there were no punchers in these school and people could vote for several time facing any problem.

According campaigning office for Dr. Abdullah Abdullah one of siders from Marshal Fahim was warned the people in lower Yaftal that if they do not vote for Hamid Karzai he will kill them at all.

Mohammad Ahmadi,The governor for Badakhshan Province and his brother Faiz were gone to Kishm district in order to warn and/or encourage the people to vote in favor of Karzai.

A police officer by the name of Mulla Fakhri was also warning the people to vote for karzai.

The governmental TV in Kandahar was announced that the people can freely go and come to Shah Wali Koot and Khakriz districts but in hand of voting, the ways for both of them were closed by police. And according to reports there were check points which was installed by Ahmad Wali Karzai members whom were checking the people and the only people those were advocating from Karzai had right to enter the voting centers. In some other districts like Arghistan and Mahroof the voting centers were closed and the ballot boxes was taken to military bases and was filled there by ballots in favor of Karzai. And reports says that in some other sites also the ballot boxes was taken by governmental officials into other safe places and had been filled  by votes in favor Karzai without any observations.

In Khoshka voting center of Kishm district in Badakhshan, one of electoral commission member named Samaia d/o Nader, under mask of contribution for poor people, she collects voting cards of the people and fills the ballots and casts them in to ballot boxes in favor of Karzai.

Azizullah, the police chief of Orgoon, has threatened to death the campaigning member of Dr. Abdullah named Moulawi Assadullah Nezami to do not observe the transmitting of ballot boxes from Gomal, Barmal, Gayan, Nika and Zirok districts. While Assudullah offers his claims to electoral complaint commission, he faces with another threats of commander Azizullah and this time he warns him that he will kill him if he (Assudullah) try again to offer or send any other complaints in this regard. Assudullah says that he is sure that the members of this commission were in link with this commander and they themselves reported for commander that such a complaint has recorded against him.

In Trinkot district of Orzgan Province, about 200 local and foreigner inspectors did not admitted to enter the voting sites.

In Khaas district of Orzgan, Shiekh Aka the chief campaigning member of Dr. Abdullah was not admitted to enter the voting centers.

In Deh Ballah district of Ningerhar, the chief member for electoral commission named Shaukat Khan has also warned the people to vote in favor of Karzai.

In Khogiani district of tatang vallage, Dr. Najib who was responsible for voting center was also encouraging the people to vote for karzai.

In Nazian district of Ningerhar, Dr. Rasool Khan, who was responsible for electoral commission did not admit the Abdullah’s advocators to vote.

About 40 persons in Habibia High school started shouting along with Drum and other musical instrument and was encouraging people to vote for Hamid Karzai. And some others whom were riding in four TOWN ACE vehicles were distributing the portraits and campaigning papers of Karzai outside of Habibia high school.

In Sharna, Jani Khail and Yosuf Khail districts, no local and foreign observer were admitted and the ballot boxes were filled by governmental employees.

In Sarwar e Kaenat mosque of Kabul, without inking the fingers of people they admitted the Karzai siders to vote, and in some sites in Paktia men have voted instead of their women.

One of them whom was voted instead of ten members of his family said in a talk with Pazhwak news agency that the member for electoral commission were admitted them to vote instead of women and the other members of their family.

He said that the reason for electoral commission was that based on security and customary problems the women can not take part in election process and their votes must be caste by other members of their family.

300 Thousand Forces to Ensure the Election’s Security

Fallowing the election process a joint session was held by Ministers of defense and Interior affairs and chief director of National Security Directorate.

Defense Minister Abdull Rahim Wardak confirmed that during election about 8 soldiers were killed and 25 other were wounded on explosions and missile rockets.

Mahommad Hanif Atmar reported that 9 civilians had been killed and 13 others wounded.

Amrullah Salleh reported that they could inactive about 29 suicidal and other attacks of the enemy.

Zemary Bashary, speaker for Interior Minister announced that they have installed about 10500 police as reserve forces in order to keep the control of election for 20th of August.

Zahir Azimi speaker for Ministry of Defense reported from three non mortal explosions in Kabul and said they had been witness of other explosions in other Provinces like Kandahar, Zabul, Helmand and Orzgan as well.
He also said that about 300 thousand National Army and police forces were installed to keep the security of election.

Challenges:

    1. For the sake of air problems in Pamir district of Badakhshan, about 1500 person, those who were eligible for voting deprived to vote.
    2. In some districts of this Province, the Journal did not arrived on time for the observers and other members of election and faced them with a series of problems.
    3. some of vote centers in Kabul, Mazar e Sharif and Ghazni Provinces start to their work latter than 7 o’clock, the centers where some of presidential candidates were going to vote on them.
    4. According to Jamaludin Baddre, governer for the Nooristan Province, they could not open voting centers in Mandol and Waigul districts of this Province because the electoral commission did not take electoral instrument for those districts.
    5. According to Pazhwak, there were only one voting centers in all over the Zurmat district of Paktia, which was opened only for security officers and their family members.
    6. It was planned to open about 250 voting centers in Ghor Province, but in hand of voting about 99 of them were luck of police forces.
    7. about eight voting centers in Ghor Province were controlled by Mulla Mustafa one of armed opponents to government, which was given him due to a contract by the government… according to Qurban a resident of Ghor.

    The rate for explosion and casualties during election

    1. Due to an armed attack, the chief police officer for central Baghlan of Baghlan Province had been killed.
    2. Two mortars stroke in new town District of Baghlan which followed with no casualty, but ended for electoral commission members to leave the field.
    3.  About eight missiles launched over Ghazni town which resulted for two kids to be wounded.
    4. Launching of two missiles ended with a 11th year kid’s injury.
    5. An explosion occurred near police commanding base in Takhar Province.
    6. Two men were arrested while were trying to conduct suicidal attacks in Farkhar District of Takhar Province.
    7. Ghulam Ghous, the director to development council in Ala Say District of Kapisa Province say, it was already clear that the election will no cover this District because all the ways  directed to this District are in hand of Taliban.
    8. About four persons injured while an armed group of Taliban assaulted over Alishing District of Laghman Province.

     

    Technical Problems

    1. Some of voting centers claimed that their punchers failed to work and they used from scissors for marking of the voting cards.
    2. The members of election arrived latter in some of voting centers than its exact time (7:00 am).
    3. In some of voting centers in Khair Khana area of Kabul, the ballot papers were lack of serial number.
    4. According to Pazhwak news agency, the ballot papers were not taken completely to Habibia High school up to 8:00 A.M. it is mentionable that the same action were happened at other eleven center too, which caused for hundreds of people to wait out of voting sites.
    5. In some of voting centers, there were no local and foreigner observers.
    6. People could vote repeatedly in some voting centers because there were no ink and puncher to prevent them from voting.
    7. Some of people took part in election which were below than 18 years olds. Due to neglects of members for election in hand of registration, and none paying attention for ID cards of people, even teens could take the voting cards.
    8. In Khalilullah Khalili high school, the ballot papers were finished before 10:00 A.M.
    9. In a voting center in Ghorian District of Heart Province, the members of election commission themselves were absent and Karzai siders could vote for several times.

    10. in some of voting centers in Dasht e Barchi of Kabul, people could vote for several times.

    Violation

    1. A missile strike in a voting center on Helmand Province resulted with one kid to be dying and tow others to be injured.
    2. According to governmental authorities the three explosions during election in Kabul had no casualty.
    3. Police forces started fighting with an armed group in eastern sites of Kabul which eventually they could kill three of them.
    4. Three missiles stroke on Kunduz and five other on Kandahar Provinces but still no one has report about its casualties.
    5. The security forces killed two suspected person who were trying to conduct suicidal attacks on Gardiz town, the center of Paktia.
    6. The security forces have inactivated about eight embedded bombs in Kandahar Province.
    7. According to security forces, on august 20 morning, a voiced bomb shocked the western site of shindand District of heart Province which followed with no casualties and they could inactivate the two other bombs which was embedded in Azizabad village of this District.
    8. The missile strike in center of Ali Abad District of Kundoz Province caused for the people to be scattered.
    9. A suicidal attack in a voting center on Sea Dara of Dooshi could scatter the people but no one has reported about its casualties.
    10. A fighting took place between siders of Dr. Abdullah Abdullah and Hamid Karzai in Khoram and Sarbagh District.
    11. Missile strikes caused people in central parts of Orgoon District to do not take part in election.
    12. Tow missile strikes on vicinities of Mirwais Naika high school Kandahar Province caused people to do not take part in election.
    13. The causeless shootings scattered people in Doulat Shah District.
    14. One of sons for Jan Mohammad, the former governor of Orzgan who already was collected the voting cards of his tribesmen, in cooperation with Abdul Baqi Osmani who had the responsibility for electoral commission in Trinkot, filled the ballot boxes in favor of a special candidate.

    The threats and beatings of Journalists

    Some of local and foreign journalists were sent to prison by police while they were in hand of making their reports from events on east of Kabul.
    BBC reporter says that few of these reporters have been beaten while they were in detention.
    Other reports say that some of voting centers were mixing the inks with water.

    1. Some presidential candidates were complaining that the inks are not indelible.
    2. Eye witnesses from Heart Province say that the inks were removable even with water.
    3. The fingers inks in most of voting centers had been removable.
    4. One of observers from Qala e Zaman Khan of Kabul has also said that the inks in this voting site were also removable. He added that most of electoral members adding water in these inks and whenever I wanted share this issue with first member of the site; he escaped from the scene without giving any answer.

    Threats of Taliban

    1. Local authorities reported that about ten voting centers are under threats of armed groups.
    2. Among 18 Districts of Ghazni Provinces, the ways for then of them were closed by armed groups which no one could pass them to take part in election.
    3. Said Ahmad a resident to Qara Bagh of Ghazin Province says that just few persons have been came in Sultan Mahmood high school to take part in election but police did not admit them at all, reasoning that the condition is not secure for election.

     

    Firing the ballot boxes

    1. A group of armed people rushed over five voting centers on central part of Baghlan Province and fired some of the ballot boxes while throwing others in to the river.
    2. Three voting center in a remote village of Shindand District had been burned by armed groups in which all the electoral instrument damaged.
    3. In Balkh Province also some of ballot boxes were burned.

     

    None opening of voting centers

    1. Most of voting centers did not open in Logar Province though the Logar authorities deny these news.
    2. Due to security problems, about 14 voting centers did not opened in central Baghlan.
    3. In Chapa Dara District of Konar Province, about 9 voting center were closed but they could open them after 10:00 A.M.
    4. The independent electoral commission says that while the security entities were promised them for ensuring securing over 6519 voting centers, only 6199 of them were active while other 315 of them were inactive due to some problems.
    5. Three voting centers in Gozara, Pashton Zarghoon and Kahistan Districts of Heart Province did opened due to absence of Kochi tribes.
    6. Security problems in Ala Say District of Kapisa Province caused for some of voting center to not be opened.
    7. In Tagab District of Kapisa eight voting center were closed. Mohammad Qasim who was responsible for one of these voting centers says that all of these centers were open till noon but the closed when an attack occurred at the center of this District.
    8. Gujor tribes assaults on Kelagi dessert caused for voting centers to be closed.
    9. Taliban armed groups could occupy some parts to old town of Kondoz, and prevent people from taking part in election. (the accuracy for this news has not confirmed)

     

    Conclusion

    Though all these problem and tensions occurred, its five days since 20th of August which the winner for the election is not clear and it is assumed that the election will be directed for next round.
